The Board of Supervisors of the County of Graham is authorized under A.R.S. 11-802 to pass an ordinance regarding planning and zoning in order to conserve and promote the public health, safety, convenience and general welfare.  A copy of the Graham County Planning and Zoning Ordinance is available here or at the Graham County Planning and Zoning office in the General Services Building at 921 W. The purpose of the Lighting Code is to protect the unique environment of Graham County, Safford, Thatcher and Pima by protecting and maintaining the access to the dark night sky.  Intended outcomes include continuing support of astronomical activity and minimizing wasted energy while not compromising the safety, security and well being of persons engaged in outdoor nighttime activities.  A copy of the Code and Ordinance is available here or at the Graham County Board of Supervisors office in the General Services Building at 921 W.
